Important Updates on the I Belong Programme 

In line with Measure 15 of Integration Strategy and Action Plan (2025-2030) aimed at strengthening and developing the I Belong programme, the following changes have come into effect:

As from 15 June 2026, the I Belong programme will only focus on the provision of I Belong Cultural Orientation at 100-hours. All the applications received prior to 15 June 2026 will be given opportunity to participate in I Belong Stage 1 Cultural Orientation, and I Belong Stage 2 Maltese language and Cultural Orientation at 100-hours courses.

The I Belong programme courses listed below have been discontinued. Interested applicants are encouraged to find alternative pathway as indicated hereunder:

  • Foundation Courses; Prospective participants are encouraged to apply directly for foundation courses delivered by Directorate for Lifelong Learning and Employability, Jobsplus, or other educational institutions.
  • I Belong Stage 1 Cultural Orientation: Prospective participants are encouraged to enrol in the New Course on Maltese Language and Culture developed under the Malta Labour Migration Policy framework. The updated list of delivering institutions can be accessed here. This course remains a requirement for participation in I Belong Cultural Orientation at 100-hours course.
  • I Belong Maltese Language (MQF level 1); Prospective participants are encouraged to apply directly for their preferred Maltese as a Foreign language courses at MQF level 1 delivered by Directorate for Lifelong Learning and Employability or other licensed educational institutions. MFHEA’s database of accredited courses and delivering institutions can be accessed here.
  • I Belong English Language (MQF level 1); Prospective participants are encouraged to apply directly for their preferred English as a Foreign language courses at MQF level 1 delivered by Directorate for Lifelong Learning and Employability, Jobsplus, or other licensed educational institutions. MFHEA’s database of accredited courses and delivering institutions can be accessed here.
  • I Belong Maltese Language (MQF level 2); Prospective participants are encouraged to apply directly for their preferred Maltese as a Foreign language courses at MQF level 2 delivered by Directorate for Lifelong Learning and Employability or other licensed educational institutions. MFHEA’s database of accredited courses and delivering institutions can be accessed here.

Further changes may be announced at a later stage.

I Belong Programme Stage 2

Eligibility Criteria 

Prospective applicants must be in possession of:

  • Valid Residence Permit/Asylum Seeker Document/CIO Document. Documents must be issued by Maltese authorities; 
  • I Belong Stage 1 Cultural Orientation certificate or New Course on Maltese Language and Culture certificate

Submission of this form does not guarantee eligibility, acceptance, enrolment, or access to any course, and does not create any entitlement to participate in the current I Belong programme. Eligibility, access, course delivery, and programme modalities and costs are subject to the applicable legislation, availability of course places, and programme arrangements in force at the time of course delivery. Any applicable participation conditions will be communicated prior to confirmation of enrolment. 

Successful completion of I Belong Cultural Orientation at 100-hours is considered one of the requirements for Long-Term Residence Status (LTR) in Malta.
