I Belong is Malta’s national integration programme, owned and managed by the Human Rights Directorate as part of the Integration Strategy and Action Plan 2025–2030.

The programme supports eligible adults to better understand life in Malta and participate more confidently in Maltese society. It focuses on cultural orientation and practical integration, covering areas such as Maltese society and culture, rights and responsibilities, public services, employment, health, education, social security, digital services, community participation and Long-Term Residence.

The programme promotes integration as a two-way and ongoing process based on participation, equality, inclusion, mutual respect, social cohesion and shared responsibility.

Successful completion of the I Belong Cultural Orientation Course fulfils one of the requirements for Long-Term Residence in Malta. Applicants must still meet all other applicable requirements.

Who can apply?

The I Belong Cultural Orientation Course is for learners aged 18 years and above who meet the applicable requirements for the programme.

Applicants must be in possession of:

• Valid Residence Permit/Asylum Seeker Document/CIO Document. Documents must be issued by Maltese authorities; AND
• I Belong Stage 1 Cultural Orientation certificate OR
• New Course on Maltese Language and Culture certificate (issued by the Department of Examination) developed under the Malta Labour Migration Policy framework. The updated list of delivering institutions can be accessed https://ibelong.gov.mt.

Applications must be submitted through the Integration Services Platform.

Once registered, each participant will have a personalised profile where they can view relevant information and updates about their application and participation in the programme.

Submission of the registration does not guarantee eligibility, acceptance, enrolment, or access to any course, and does not create any entitlement to participate in the current I Belong programme. Eligibility, access, course delivery, and programme modalities and costs are subject to the applicable legislation, availability of course places, and programme arrangements in force at the time of course delivery. Any applicable participation conditions will be communicated prior to confirmation of enrolment.

Important Updates on the I Belong Programme

In line with Measure 15 of Integration Strategy and Action Plan (2025-2030), the following changes have come into effect:

As from 15 June 2026, the I Belong programme will only focus on the provision of the I Belong Cultural Orientation course (Stage 2).

The Stage 2 applications received prior to 15 June 2026 will be given the opportunity to also participate in the I Belong Maltese Language MQF Level 2 course.

The following I Belong programme courses have been discontinued. Interested applicants are encouraged to find alternative pathways as indicated hereunder:

• Stage 1 Cultural Orientation; Prospective participants are encouraged to enrol in the New Course on Maltese Language and Culture . The list of approved providers can be accessed here. This course remains a requirement for participation in the I Belong Cultural Orientation course.
• I Belong Programme Language Courses (MQF level 1 and MQF level 2); Prospective participants are encouraged to apply directly for their preferred languages courses provided by Directorate for Lifelong Learning and Employability or other licensed educational institutions.
