The National Action Plan Against Racism (NAPAR) 2025–2030 is Malta’s comprehensive policy framework to combat racism and promote a cohesive, inclusive, diverse and fair society that embraces strategic sustainable development, where there is no place for racism, xenophobia and intolerance. Rooted in the ambition of Malta Vision 2050, the NAPAR recognises that true societal progress requires not only reducing race-based inequality but also fostering a sense of belonging and opportunity for all residents of the Maltese Islands.
This second NAPAR is the result of extensive consultation with ministries, public entities, civil society, and international stakeholders. It adopts a whole-of-government and whole-of-society approach, prioritising research, monitoring, and accountability, and emphasising intersectionality and the lived experiences of racialised communities.
Highlights
The plan outlines ten strategic actions, including legislative reform, governance, hate speech and crime prevention, training, representation, tackling structural and intersectional racism, research, and robust monitoring.
It aims to empower marginalised groups, ensure fair representation, and create a cohesive, inclusive, and resilient society where racism, xenophobia, and intolerance have no place.
The NAPAR is building on previous experience and measures found within the first Anti-Racism Strategy including the work of the Inter-Ministerial Committee and the Anti-Racism Platform.
The NAPAR includes actions targeting specific vulnerable groups including measures to address anti-Muslim hatred, antisemitism, racism against people of African descent, antigypsyism, and intersectional discrimination affecting LGBTIQ+ persons, women, youth, and people with disabilities.
The NAPAR prioritises ongoing research, regular reviews, and annual reporting to ensure progress. The Human Rights Directorate coordinates implementation, with technical working groups and civil society input, ensuring transparency and continuous improvement.
