The Young Achievers Campaign Against Drugs (YACAD) Scheme – 2021 is a funding initiative initiated by the Parliamentary Secretary for Reforms, Citizenship and Simplification of Administrative Processes within the Office of the Prime Minister in 2019, and extended by the Minister for Equality, Research and Innovation Dr. Owen Bonnici.
The funding scheme is aimed towards voluntary organisations with the aim to support the Government’s approach to promote community-based interventions and to prevent the onset of substance abuse and addictions to said substances. The scheme will create awareness among the younger members of our community on the harmful social and health effects of addictive substances and promote the wellbeing of members of the community through their participation in the scheme.
The beneficiaries of this scheme shall be Voluntary Organisations. These will apply for a grant and in return the Human Rights Directorate (HRD) will be given space upon which a structure for promotional purposes will be installed on their property for duration of 12 months with an option to review the terms and conditions if a renewal is agreed upon between both parties.

An award ceremony has been held on Thursday 16th December 2021 whereby Hon. Minister Dr. Owen Bonnici presented the signed Grant Agreement to representatives of each beneficiary organisation.
On the 3rd November 2022 the Authority for the Responsible Use of Cannabis (ARUC) located at Level 4, Onda Business Centre, Aldo Moro Street, Marsa assumed the full responsibility of the Cannabis Reform, the administration of the LINE VOTE 5206 and the legal obligations to monitor and report on the implementation of the initiatives related to the Reform. Therefore the management of the initiatives related to YACAD Schemes are now officially managed by ARUC.
