Memorandum of Understanding on Abuse of Substances and Addictions – HRD-Sedqa

The Memorandum of Understanding on abuse of substances and addictions was initiated in 2019 under the Parliamentary Secretary for Reforms, Citizenship and Simplification of Administrative Processes and was transferred to the Human Rights Directorate in 2020.

The parties involved recognise the benefits of early interventions in addressing social issues, and as such the agreement was devised in order to deliver education-driven prevention initiatives. The ultimate aim of the Memorandum is to reach more segments of the population on prevention of additions and abuse of substances.

The agreement has expired on 5th August 2021. Both parties have agreed to renew their relationship and are currently working on future collaborative actions. 

New agreement between HRD and Agenzija Sedqa on Abuse of Substances

On 21st October 2021, an Agreement has been entered into by the Ministry for Equality, Research and Innovation, represented by Permanent Secretary Joyce Dimech, and the Foundation for Social Welfare Services, represented by Chief Executive Officer Alfred Grixti.

The Agreement includes the extension of T.F.A.L 5 and the Think Outside The Box Programmes, and a new S.A.F.E. programme aimed at workplaces. The agreement also includes awareness raising campaigns, and the production of booklets, games and freebies to supplement the programmes. The Agency shall provide HRD with a Quarterly Report supplementing all activities with the necessary documentation, including expenses incurred. 

The Agreement comes into effect from 1st January 2022 until 31st December 2024, with a total amount of EUR 1,053,684.87 disbursed over the three years.
